What is Hard With Discipline?

I just came back here in our hospital room. Actually I was with Maxyn. We went downstairs to look at her hacienda (That is what my mom called the hospital lobby for her because whenever she goes there, she looks like a supervisor who looks at the people coming in and out.). I believe Maxyn is becoming a very observant little girl and we are here to harness that.

Anyway, back to my rant. I saw two men smoking very near to the hospital entrance. They are within the hospital vicinity and many people go there because they are sick and them smoking is not really helping. I do not care if they are using some expensive cigars or whatever. What is important to me is that they respect other people. I cannot help but think, why is it very hard for other people to follow rules, be disciplined and respect others. Why?
